• Courier submissions are acceptable only if the courier deposits the document directly into the bid box.

• Bidders who do not attend the compulsory briefing session will be disqualified.

Bidders (and their directors) must not be in arrears for more than 90 days on municipal accounts. 5. Bidders must declare any interest/relationship with state employees involved in evaluation. 6. For procurement above R10 million, bidders may need to submit audited financial statements.

• Joburg Market will assess reasonableness of unit rates and prices.

• Pricing schedule must be completed and signed in accordance with the award strategy.
• All alterations to prices or totals must be authenticated by the bidder's authorized signatory.
• Unauthenticated alterations may lead to disqualification.
• Joburg Market will conduct a financial risk analysis assessing reasonableness of the offer, unit rates, and the bidder's financial capacity.
• Financial statements may be analysed using ratios like current ratio, solvency ratio, operating profit margin, and cost coverage.
• Bidders must provide proof that they and their directors are not in arrears for municipal rates and taxes for more than 90 days.

• Mandatory registration on the National Treasury Central Supplier Database (CSD).
• Submit Tax Compliance Status PIN or CSD number.
• Complete and sign all required MBD forms (1, 4, 5, 6.1, 7.1, 8, 9).
• Provide a valid B-BBEE certificate or sworn affidavit.
• Submit ID copies of shareholders/directors and share certificates (certified, not older than three months).
• For joint ventures, submit a signed JV agreement and separate CSD registration.
• Registration with CIDB where applicable.
• No bids will be considered from persons in the service of the state.
• Provide proof of municipal account not in arrears for more than 90 days or a valid lease agreement.

• The bid remains binding and open for acceptance during the validity period calculated from the bid closing time.
• If the bidder withdraws or fails to fulfil the contract, Joburg Market may recover additional costs incurred.
• Acceptance may be communicated via email, fax, or post, with the SA Post Office acting as agent.
• South African law governs the contract.
• The successful bidder must sign a written contract form (MBD 7).
