TRANSNET property requires a contractor to deliver preventative, corrective and emergency maintenance plus minor new works across electrical lights and power, civil, general building and plumbing disciplines in ladysmith and surrounding areas, on an as-and-when-required basis over 24 months. Bids close on 23 november 2026 at 14:00 and must be submitted electronically through the TRANSNET digital procurement system, with all pricing captured in the portal. Only bidders holding CIDB grading 7gb or higher, with a bsc-qualified project manager and trade-tested electrician, plumber and refrigeration or airconditioning artisans, pass the gatekeeper stage, and functionality must reach 80 points before price and preference are scored. Attendance at the compulsory clarification meeting at 02 diamana road, ladysmith is a condition of bidding.
Compulsory clarification meeting: 02 Diamana Road, Ladysmith at 11:00 for about one hour, on the date stipulated on the TDPS, CIDB and National Treasury portals. Bidders must sign the attendance register and have the certificate of attendance signed by Transnet's representative; addenda and tenders are limited to entities on the register, and late arrivals are not accommodated.
CIDB grading: registration at 7GB or higher is mandatory, or capability of registration before evaluation. Joint ventures need every member registered, a lead partner no more than one level below the required grading with the required recognition status, a combined grading meeting 7GB, and a certified signed joint venture agreement.
Functionality threshold: a minimum of 80 points, scored independently by at least three evaluators and averaged across key-person CVs, quality plan, company previous experience, method statement for general building maintenance works and health and safety plan. Bids below 80 are disqualified from price and preference evaluation.
Key personnel and statutory registrations: project manager with a BSc Engineering degree in Electrical, Civil or Mechanical; trade test certificates for the plumbing artisan, electrician artisan and refrigeration or airconditioning artisan; registration as an electrical contractor with the Department of Labour (may be subcontracted); and a valid COID-A letter of good standing from the Department of Employment and Labour.
Closing and submission: 23 November 2026 at 14:00 through the Transnet Digital Procurement System e-Tender portal. Pricing must be captured electronically — no paper pricing schedule is accepted — uploads are limited to 30 MB each with multiple uploads allowed, emailed, faxed or telephonic bids are rejected, and bidders should submit at least a day early. No late tenders are accepted.
Essential returnable documents: valid SARS tax clearance certificate plus a TCS PIN, a SANAS-accredited B-BBEE certificate or a sworn affidavit confirming annual turnover and black ownership for EMEs and QSEs that are 51% or more black-owned, Central Supplier Database registration with supplier number and unique registration reference, a Workmen's Compensation Fund letter of good standing, and two years' audited financial statements.
Preference and disqualification: the 80/20 preference point system applies where responsive tenders are R50 million or less inclusive of taxes, and no B-BBEE verification scores zero preference points. Tender validity is 12 weeks from closing. Listing on the Register of Tender Defaulters or Transnet's restricted tenderer list, a serious breach of law in the past five years including Competition Act breaches, an incomplete Compulsory Enterprise Questionnaire, or any conflict of interest disqualifies a bidder.
