• Seal original and copy in separate packages marked “ORIGINAL” and “COPY”. Each package must state tenderer’s name, contact details, tender reference number (Rec 74178(b)) and description.
• Submit only on the official tender forms provided; do not retype.
• Complete and sign the Bid Register when submitting.
• Submit during working hours Monday to Friday.
• Late bids will not be accepted and will be returned unopened.
• Telegraphic, telephonic, telex, facsimile or emailed tender submissions are not accepted.
• Bids must be fully completed; incomplete submissions may be deemed non-responsive.
• Tender offer must remain valid for 12 weeks (84 days) after closing.

The tenderer must be a CIDB graded contractor with a minimum grading of 4EB, and must not be under any restrictions that would prevent them from doing business with the employer. The tenderer must also be able to demonstrate their ability to perform the contract without conflicts of interest.

Scope: Appointment of an electrical contractor for the assessment and certification of electrical installations at Cape Town International Airport.

Key requirements:

• Contractor must have CIDB grading 4EB or higher.
• Work involves low voltage electrical installations, maintenance, and certification (issuance of CoC).
• Site supervisor/contract manager must be site-based at Cape Town International Airport full-time (Monday–Friday, 08h00–17h00) until completion.
• Two electricians required, each with at least three years’ experience in maintenance and testing of LV electrical installations; both must be based full-time at the airport during normal working hours.
• Installation Electrician (IE) or Master Installation Electrician (MIE) registered with the Department of Labour is required.
• Proof of experience: at least three reference letters/completion certificates from previous clients within the past 15 years, covering installations, maintenance and certification of low voltage electrical installations.
• Safety requirements for site inspection: ID, safety boots, reflector vest.

• Pricing must be in Rand.
• Rates and prices are fixed for the duration of the contract; no contract price adjustments or foreign fluctuations.
• VAT must be shown separately as an addition to the tendered total.
• All duties, taxes (except VAT) and levies payable by the contractor must be included in the rates/prices.
• No alternative bids will be considered.
• The employer will not compensate bidders for costs of tendering.

• Mandatory: Valid CIDB contractor grading 4EB or higher.
• Tax compliance: Submit SARS Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number. For consortia/JV/subcontractors, each party must submit separate TCS certificate/PIN/CSD number.
• B-BBEE: Specific goals points awarded for B-BBEE status level (Level 1: 5 points, Level 2: 4.5, Level 3: 4, Level 4: 3, Level 5: 2, Level 6: 0.5, Level 7: 0.3, Level 8: 0.1). Additional points for black youth majority-owned entities, black women majority-owned entities, and entities majority-owned by people with disabilities (5 points each). Proof required: valid sworn affidavit or SANAS-accredited B-BBEE certificate; for JV, consolidated certificate needed.
• Foreign suppliers: Must complete questionnaire; if answer ‘no’ to all questions, no SARS TCS PIN required.
• Other: Submit proof of authority to sign (e.g., company resolution).
