Description
Source: ANNEXURE D- D109 MAN STANDARDS AND GUIDELINES FOR INSTRUMENT LANDING SYSTEM.pdfThis document (D109MAN Version 1, revised 12 March 2024) sets out the standards and guidelines for Instrument Landing Systems (ILS) at Airports Company South Africa (ACSA) airports. It provides minimum requirements for design, installation, commissioning, and maintenance of ILS and associated systems (DME, Power Supplies, HVAC). The ILS is a precision approach navigational aid required by ICAO Annex 10 and SACAA CATS 139 for aircraft guidance during bad weather and low visibility operations. The standard aims to achieve lifecycle management, technology management, maintenance ease, training standardisation, and equipment performance predictability across ACSA airports. It applies to all ACSA-owned airports and must be used with applicable codes, regulations, and industry standards, which take precedence in case of conflict.

Description
Source: ANNEXURE M- SSR 15010 OR TAMBO GP03R.pdfAssessment report for the OR Tambo International Airport Glide Path 03R scalloping problem. Scalloping developed from late 2013 to July 2014 and caused some aircraft flight management systems to disengage auto-coupled mode during approach, although the scalloping was within ICAO CAT II/III limits. The issue is associated with a building complex developed near the glide path. Flight inspection recordings and aerial imagery show no scalloping before construction, partial scalloping during construction, and the current condition after completion.
Methodology
Source: ANNEXURE M- SSR 15010 OR TAMBO GP03R.pdfIndra Navia used computer simulations to investigate the cause and possible solutions for the ILS scalloping problem. A 3D terrain model was built from surveyed terrain data and simplified for simulation while preserving topology. The model was validated against flight inspection recordings, including an incorrect aiming point that produced a flare. Simulations identified the cause as edge-diffracted signal from the top rim of building walls facing the runway, combined with direct radiation, edge-diffracted signal from the beam-forming area edge, and ground-reflected signal. Options tested included optimizing M-Array glide path antenna feeds (increased scalloping), rotating antenna elements (increased scalloping), using a Watts GP5A antenna element (little improvement), and alternative null-reference or sideband-reference glide path systems (slightly reduced scalloping but introduced large bends near the threshold). The recommended solution is an approximately 18 m by 10 m metallic screen at the edge of the glide path beam-forming area, about 80 m forward of the glide path antenna and about 180 m from the runway centreline, oriented perpendicular to the direction to the antenna, to block direct signal and reduce edge-diffracted signal toward the buildings.
Quality Management
Source: ANNEXURE M- SSR 15010 OR TAMBO GP03R.pdfScalloping problem developed from late 2013 to July 2014. Building complex developed in vicinity of Glide Path when problem emerged. Figure 1 shows no scalloping before construction started. Figure 2 shows partial scalloping during construction. Figure 3 shows current condition after construction completion. Computer simulation from 5th July 2014 correlates well with actual flight inspection recording, with scalloping appearing in same position and with same magnitude in both.
