The consultant must be a legally registered entity (registration number required). Key personnel must be specified with job roles, responsibilities, qualifications, and experience. The consultant must have the professional capacity to execute electrical engineering design and project management, likely requiring ECSA registration for key roles. Financial capability to provide a 10% performance bond is essential. Compliance with South African BEE legislation and the Prevention and Combating of Corrupt Activities Act is mandatory.

• Provide professional electrical engineering services for replacement of power factor correction (PFC) systems at King Phalo Airport and Chief Dawid Stuurman International Airport for three years.
• Conduct onsite assessment of current PFC systems from MV to LV reticulation and compile report.
• Identify gaps, develop full scope of work, design, procurement documents, project plan, and implementation methodology.
• Draft PFC specifications compliant with SANS standards and ACSA TPEC requirements.
• Provide design drawings, detail design documents, as-built drawings, and commissioning.
• Project stages: Inception, Preliminary Design, Detail Design, Procurement, Construction, Practical & Final Completion.
• Key deliverables include specifications, project management, design and as-built drawings, budget construction costs, tender documentation, evaluation reports, priced contract documentation, construction instructions, payment certificates, progress reports, and operations manuals.
• All designs must comply with SANS and applicable standards.

• Conduct onsite assessment, identify gaps, develop full scope of work, design, procurement documents, project plan, and implementation methodology.
• Draft PFC specifications compliant with SANS standards and ACSA TPEC.
• Provide design drawings, detail design, as-built drawings, commissioning, and training.
• Project management, procurement, installation supervision, and coordination with client and contractors.

• Consultant must provide key persons' names, jobs, responsibilities, qualifications, and experience in Contract Data.
• Staff rates as stated in Pricing Data.
• Access to as-built information and ACSA personnel upon award.
• Activity schedule in Pricing Data; tendered total prices in Form of Offer and Acceptance.

• Submit quality policy statement and quality plan within two weeks of contract date.
• Defects date is 52 weeks after completion of services.

• Pricing on Priced Contract with Activity Schedule.
• Fixed price for contract duration; adjustments factored in at pricing.
• Pricing schedules for KPA and CDSIA with stages aligned to FIPDM and SACPCMP.
• Labour rates for additional work: Labourers, Semi-skilled, Skilled, Site Manager, Engineer/Technologist, excluding VAT.
• Disbursements cover only project-related costs; travel and accommodation inclusive unless agreed otherwise.

• Pricing is on a Priced Contract with Activity Schedule (Main Option A Lump Sum).
• Total tendered price is fixed for contract duration; price adjustments must be factored in at pricing stage.
• Performance bond required: 10% of contract value, detailed in Part C1.3.
• Payment terms: Payments made within four weeks after receipt of tax invoice.
• Currency: South African Rand (ZAR). Interest rate: prime lending rate of Nedbank.
