Valid PSIRA registration as a security service provider. Valid PSIRA registration for company owner(s)/management. Valid ICASA licence or PTT communication contract. Registered on Central Supplier Database (CSD). Tax Compliance Status (TCS) PIN or CSD number. B-BBEE status level verification certificate or sworn affidavit. Not listed in Register for Tender Defaulters/Restricted Suppliers. Not in service of the state (conflict of interest).

• Provide 24/7 security guarding services at the Pretoria National Botanical Garden for three years.
• Core services include: guarding, access and exit control, access fees management, monitoring unauthorised entry, and securing buildings during emergencies.
• Staffing requirements: Detailed deployment of security officers at various duty points (Main Entrance, Gate 2 Boom Gate, Gate 3 Turnstile, Biodiversity Building, National Herbarium Building, Aloe Lodge, Garden Office, Education Centre, Supervisor, Pay Points) with specific grade, shift patterns, job purposes, and equipment.
• All security officers must be PSIRA Grade C or B registered, have no criminal record, be South African, have Grade 12, be proficient in English and at least one other official language, and have at least three years’ experience.
• Required equipment includes: cell phones, two-way radios, GPS/clocking tags, panic buttons, torches, tasers, pepper sprays, handcuffs, firearms (for supervisors), bulletproof vests, marked vehicles, and notebooks.
• Establish 20 guard monitoring/clocking points.
• Compulsory induction training for all staff before placement.
• Mobile supervisory visits required: minimum one per day and one per night, recorded in occurrence book.
• Service Provider responsibilities: providing all security officers, equipment, training, uniforms, and adherence to Service Level Agreement.
• SANBI responsibilities: provision and maintenance of guard houses, toilet facilities, gate remotes, keys, and operational procedures.

• All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the bid price.
• All delivery costs must be included in the bid price.
• The offer must be valid for 120 days from the closing date of the bid.

• Mandatory documents for submission (failure leads to disqualification):

• Central Supplier Database (CSD) registration report.
• Valid company PSIRA registration certificate as a security service provider.
• Valid PSIRA registration certificate(s) for company owner(s) or management team.
• Valid ICASA licence or contract with a recognised service provider for PTT communication.

• Tax compliance: Bidders must submit their SARS Tax Compliance Status (TCS) PIN or, if not available, a CSD number.
• B-BBEE: A B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points.
• Foreign suppliers must complete a questionnaire to determine if tax registration in RSA is required.
• No bids accepted from persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state.

• Security officers form part of the garden’s emergency response team (ERT).
• They must respond to any security-related risk and emergency.
• All security officers must undergo compulsory induction training regarding the site and Emergency Plan.
• Mobile supervisors must respond promptly to security threats, incidents, or emergencies.
• Security officers are required to enforce garden rules and municipal by-laws, including prohibiting unsafe activities like swimming in ponds, fires in non-designated areas, and use of sound amplification devices.

• The successful bidder will be required to fill in and sign a written contract form (SBD7).
• The bidder must disclose any relationship with state employees or interest in other related enterprises.
• The bidder certifies that the bid is independent and without collusive arrangements.
• Fraudulent claims or failure to fulfil contract conditions may lead to disqualification, cost recovery, contract cancellation, restriction from doing business with the state for up to 10 years, and criminal prosecution.

• The 80/20 preference point system applies.
• Points are awarded for Price (80 points) and Specific Goals (20 points).
• Specific goals target categories of persons historically disadvantaged by unfair discrimination on the basis of race (10 points) and gender (10 points).
• Points are allocated based on percentage of ownership per goal, verified via the Central Supplier Database (CSD) report.
• Failure to submit required proof for specific goals means no preference points are claimed.
• The organ of state reserves the right to require substantiation of any preference claim.
