Ethekwini municipality's water and sanitation unit requires a principal contractor for a 36-month water metering project across its area of supply, covering desktop and on-site investigations, liaison with consumers on property access and the re-siting or consolidation of meters, trenching, bedding and backfilling for reticulation and connection pipes, fabrication, supply, laying, jointing and testing of pipes and fittings onto existing pipework, and reinstatement of sites to their original condition. The work is governed by a site-specific health and safety specification issued under construction regulation 5.1(b) And the occupational health and safety act 85/1993, which makes a full-time sacpcmp-registered safety officer, a construction manager appointed under cr 8(1), coida good standing and a department of labour construction work permit conditions of the contract. COIDA and Section 37(2): proof of good standing with the COIDA Commissioner, or a mutual association licensed under Section 30 of COIDA, is required before any work starts and must stay current for the duration of the work, and the principal contractor must hold a Section 37(2) mandatory agreement with the client and ensure every contractor and sub-contractor holds an equivalent agreement with it.
Construction work permit: construction may not commence until the Department of Labour issues the permit, and the permit number must be displayed conspicuously at the main site entrance.
H&S Plan and File: a project-specific health and safety plan must be submitted for client approval before work begins, and the site H&S File must hold the legal appointments, risk assessments, written safe working procedures, MSDS, COIDA certificates and a valid medical certificate of fitness (Annexure 3) issued by an Occupational Health Practitioner for every employee.
Site controls: no employee or visitor may enter site without health and safety induction, toolbox talks must run weekly, audits must be conducted at least every 30 days with the report issued within seven days, the H&S committee must meet monthly, and no night or weekend work may be performed without authorisation from the Principal Agent or Lead Engineers.
