SECTION 1: RETURNABLE DOCUMENTS, EVALUATION CRITERIA, Phase: Details: Stage 1 Mandatory requirement - evaluation of bid submission - compliance with the set mandatory requirements and technical specification.

The evaluation criteria include a mandatory requirement stage, functionality evaluation stage, and price and preference evaluation stage. Bidders must obtain a minimum of 70 points out of 100 points for functionality to qualify for further evaluation.

The scope of work includes comprehensive travel and accommodation management services for Vaal Central Water, covering all aspects of official travel, including air travel, vehicle rental, train and bus travel, accommodation, conference facilities, shuttle services, and 24-hour service related to travel and accommodation.

The methodology includes a detailed transition plan for implementing the service without interruptions, with a dedicated account manager and travel consultants with domestic and international travel experience.

The experience and qualifications requirements include a minimum of five years of experience in travel and accommodation management services, with a proven track record of providing high-quality services to institutions of similar size and complexity.

The pricing schedule includes a management fee structure, with discounts negotiated on tariffs for air travel, vehicle rental, and accommodation. The pricing schedule also includes a transaction fee structure, with fees charged per transaction per traveller.

The financial requirements include a valid municipal services clearance certificate, a current bill of account not owing more than 90 days, or a valid lease agreement with a current statement from the lessor not owing more than 90 days. Bidders must also provide a bank statement showing at least a credit balance of R150 000 or a letter of commitment to provide funding from a financial service provider.

Bidders must comply with the Broad-Based Black Economic Empowerment (B-BBEE) Act and the Prevention and Combating of Corrupt Activities Act. They must also provide a valid tax compliance status PIN letter issued by the South African Revenue Services and be registered on the National Treasury Central Supplier Database.
