Returnable documents — all must be completed, signed and submitted with the quotation:

• National Treasury Central Supplier Database (CSD) registration report.
• Valid B-BBEE certificate or sworn affidavit (to claim specific goals).
• SBD 4 (Bidder's Disclosure Form): discloses whether any director or shareholder is employed by the state or connected to anyone at SABS; false disclosure disqualifies the bid.

Evaluation stages:

• Mandatory requirements first: bidders must meet the OEM accreditation requirement and submit all required documents.
• Only bidders who comply with mandatory requirements are evaluated further.

Preference point system:

• 80/20 preference point system under the Preferential Procurement Regulations 2022.
• Price: 80 points.
• Specific Goals: 20 points.

Scope: Renewal of Fortinet licenses and support services for 12 months.

Background:

• SABS uses Fortinet internal firewalls and switches for network management.
• Switch licenses and endpoint management server support expire 31 August 2026.
• Firewalls, WAF and Forti Analyzer licenses expire in August 2027.
• This renewal covers 12 months; thereafter ICT will procure a consolidated service contract.

Products and quantities:

• FC2Z-15-EMS04-429-02-00 — Renewal FortiClient Agent and ATP Subscriptions and Premium Forti Care — Quantity 1000 devices — Term 12 months.
• FCZ-15-PF231-241-02-00 — Premium Support FortiAP-231F — Quantity 80 — Term 12 months.

Mandatory requirement:

• Bidder must be accredited by the OEM (Fortinet) as a provider, partner, reseller or distributor, and must provide valid (not expired) proof of accreditation or partnership status. Failure to provide this results in disqualification.

Quotation must include: total cost all-inclusive of VAT, cost breakdown, transportation cost (if applicable), disbursement (if applicable), and fixed price with forward cover provision where foreign currencies are involved.

Pricing format:

• Total cost all-inclusive of VAT.
• Cost breakdown.
• Transportation cost (if applicable).
• Disbursement (if applicable).
• Fixed price; where foreign currencies are involved, bidders must make provision for forward cover.

Payment terms:

• No upfront or advance payment will be made. Payment is made in accordance with the agreed delivery of service or goods.

Validity:

• Quotation must remain valid for 120 days from the closing date.
• SABS may extend the validity period by 60 days by written notice, without requiring bidder consent; bidders may not amend quotations during extension.

Mandatory OEM accreditation:

• Bidder must be accredited by Fortinet (OEM) as a provider, partner, reseller or distributor, and provide valid proof. Failure results in disqualification.

Tax compliance:

• Bidders must be tax compliant and submit a SARS Tax Compliance Status (TCS) PIN, or a CSD number if registered on the Central Supplier Database.
• Consortia, joint ventures or sub-contractors: each party must submit a separate TCS certificate/PIN/CSD number.

State employment:

• No bids will be considered from persons in the service of the state, companies with directors who are, or close corporations with members who are.

B-bbee:

• B-BBEE certificate or sworn affidavit (for EMEs and QSEs) required to claim preference points.

Forms:

• SBD 4 (Bidder's Disclosure Form).

Confidentiality:

• The RFQ document may only be used to prepare a response; all information provided is confidential and covered by a non-disclosure agreement to be signed between SABS and the bidder.

No contract:

• The RFQ does not commit SABS to any course of action; SABS may reject any submission or select a bidder based on its own criteria, and reserves the right not to select a bidder.
• No communication during the process creates a contract.

No obligation to proceed:

• SABS may discontinue the RFQ evaluation at any time and is not responsible for any losses incurred by bidders.

Validity:

• Quotation valid for 120 days from closing date; SABS may extend by 60 days by written notice without bidder consent; bidders may not amend quotations during extension.

Payment:

• No advance payment; payment only upon agreed delivery of service or goods.

Costs:

• SABS is not responsible for any bidder costs in preparing or submitting a quotation.

Bidder's terms:

• SABS will not be bound by any legal or contractual terms included in the bidder's quotation.
