A compulsory site briefing will be held on 25 August 2026 at 11:00 at the Cecilia Makiwane Building, 602 Pretorius Street, Arcadia, 0083.

The bidder must ensure that their bid is delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. All bids must be submitted on the official forms provided or in the manner prescribed in the bid document. The bid must be valid for at least 60 days from the closing date of the quotation.

The bidder must submit a completed Preference Points Claim Form, a valid B-BBEE certificate, and proof of registration on the CSD.

The tender will be evaluated in terms of the 80/20 Preference Point System, with points allocated for specific goals such as Black Ownership, Black Women Ownership, Black Youth Ownership, and Disability Ownership. The evaluation criteria include the bidder's compliance with the tender requirements, their price quotation, and their claims for specific goals.

The scope of work entails the supply and delivery of potable water during planned and unplanned water interruptions at the SANC building at the Cecilia Makiwane building on an as-and-when-required basis. The successful bidders shall be required to supply potable water that complies with South African National Standards (SANS) and relevant health regulations, deliver water using licensed and compliant water tanker vehicles, respond to emergency and scheduled water supply requests within prescribed turnaround times, and provide clean, safe, and potable drinking water delivery services on an as-and-when-required basis throughout the contract period.

The bidder must provide a detailed methodology for the supply and delivery of potable water, including the use of licensed and compliant water tanker vehicles.

The bidder must have relevant experience and qualifications in the supply and delivery of potable water.

The bidder must ensure that the water supplied complies with South African National Standards (SANS) and relevant health regulations.

The bidder must provide a detailed pricing schedule, including the rate of escalation in each year of the contract. The contract will be for a period of five (5) years.

The bidder must ensure compliance with their tax obligations and submit their unique personal identification number (PIN) issued by SARS. The bidder must also provide proof of registration on the Central Supplier Database (CSD) and comply with the Preferential Procurement Policy Framework Act, 2000, and the Preferential Procurement Regulations, 2022. The bidder must also submit a completed SBD 4 form for declaration of interest and SBD 6.1 form for preference points claim.

The bidder must ensure proper hygiene, maintenance, and sanitisation of water tankers and respond to emergencies within two hours.

The bidder must ensure that their activities do not harm the environment and comply with all relevant environmental regulations.

The contract will be subject to the General Conditions of Contract (GCC) and the Preferential Procurement Policy Framework Act, 2000. The bidder must ensure compliance with all statutory provisions and safety rules for carrying out the work.

The bidder must ensure that their team has relevant expertise and provide diligent and necessary support to the SANC when required. The bidder must also respond to call outs within 24 hours and ensure proper hygiene, maintenance, and sanitisation of water tankers.

The tender will be evaluated in two phases: Administrative and Mandatory Compliance, and Price and Specific Goals. The evaluation criteria include the bidder's compliance with the tender requirements, their price quotation, and their claims for specific goals.
