Submit the fully completed original tender document in a sealed envelope, clearly marked with the tender number, title, and closing date, placed in the tender box at the Entrance of the Mossel Bay Town Hall, 101 Marsh Street, Mossel Bay, by 12:00 on 02 October 2026. Posting is allowed but must reach the Tender Box before the closing date and time. Faxed, e-mailed, or late tenders will not be accepted. The tender must remain valid for 120 days after closing. The original document must be completed in black ink, signed by an authorised signatory, and all material pages returned. Retyped documents, unauthorised alterations, or omitted material pages will result in disqualification. Returnable forms include: MBD1 (Bid for Requirements), MBD4 (Declaration of Interest), MBD5 (Declaration for Procurement Above R10 Million), MBD6.1 (Preference Points Claim Form), Municipal Rates and Taxes form, Authorised Signatory resolution, MBD8 (Declaration of Bidder's Past SCM Practices), MBD9 (Certificate of Independent Bid Determination), Section 5 Declaration, and Section 6 Contract Form. A copy of the Tax Compliance Status Pin, Letter of Good Standing from the Compensation Commissioner, and proof of CSD registration must accompany the bid. Joint ventures must submit a joint venture agreement, individual tax pins, profit/liability sharing agreement, and board resolution.

Responsive bids will be evaluated on the 80/20 or 90/10 Preference Points System. A maximum of 20 points (80/20) or 10 points (90/10) will be allocated for specific goals. 50% of those points are for the bidder's B-BBEE scorecard, and 50% for locality. Bidders must submit proof of B-BBEE status level (sworn affidavit or certificate) and locality proof (municipal account, lease agreement, or sworn affidavit). The Municipality will verify CIDB registration during evaluation. The Municipality reserves the right not to award to the lowest or highest-scoring bidder.

Supply and delivery of personal protective equipment (PPE) for Mossel Bay Municipality for a period ending 30 June 2029. Specifications include: Welding gloves (cow leather, heat resistance EN 407, cotton fleece lining, elbow length 20cm cuff); Chemical gloves (triple coated nitrile, EN 374-1 Type B (JKL), EN 374-5, EN 388 (4,3,4,3,D), EN 407 (X,1,X,X,X), wrist/elbow/full length); Chainsaw gloves (leather/nylon, hard cuff, EN 381-7, EN ISO 11393-4:2019); Chainsaw trousers (chain clogging fabric, polycotton, reinforced crotch, YKK zipper, EN 381-7, EN ISO 11393-4:2019). Pictures are for illustration only. Bidders must indicate compliance (Yes/No) for each specification.

No specific methodology or execution plan is required beyond the supply and delivery of PPE. Variation orders up to 15% of contract value may be instructed.

Pre-bidding testing at bidder's cost. If inspections/tests are required, bidder's premises must be open for inspection. If goods fail to comply, costs of inspections are borne by supplier, and goods may be rejected. Rejected goods must be removed and substituted at supplier's cost; failure allows purchaser to procure substitute goods at supplier's expense.

Municipal Rates and Taxes: submit municipal accounts for the month preceding closure; bidders or directors in arrears for more than three months without a settlement arrangement will be unsuccessful. Authorised Signatory: copy of board resolution authorising the signatory must be attached; sole proprietors may sign without resolution. B-BBEE status level proof required (sworn affidavit or certificate). Locality proof required (municipal account, lease, or affidavit). MBD4, MBD5, MBD6.1, MBD8, MBD9, Section 5 Declaration, and Section 6 Contract Form must be completed and signed.

No specific health and safety requirements are stated beyond general PPE specifications. Site or information meetings, if specified in the advert, are compulsory; late arrival (15+ minutes) disqualifies attendance. All JV partners must attend.

Warranty: goods must be new, unused, current models, free from defects for 12 months after delivery or 18 months after shipment, whichever earlier. Purchaser must notify supplier in writing of warranty claims; supplier must repair or replace defective goods at no cost. Payment: within 30 days after invoice and delivery note. Prices fixed except for authorised adjustments. Variation orders up to 15% of original contract value may be instructed. Assignment prohibited without prior written consent. Subcontracts must be notified in writing. Delays: supplier must notify purchaser of impediments; purchaser may extend time with or without penalties. Penalties for late delivery calculated at current prime interest rate per day. Termination for default: purchaser may terminate if supplier fails to deliver, perform obligations, or engages in corrupt/fraudulent practices. Restriction penalty up to 10 years may be imposed, with 14 days for supplier to respond.
