Functionality assessment (minimum 75 out of 100 points required to proceed):

• CVs of key personnel (Architect, Structural Engineer, Quantity Surveyor): 10 points (1–5 years experience = 5, 6+ years = 10)
• Qualifications of key personnel: 10 points (National Diploma/B-Tech/Degree/Honours/Masters; SAQA accredited if foreign; stamp not older than 3 months)
• Registration certificates (SACAP, ECSA, SACQSP): 40 points (all three must be provided; stamp not older than 3 months)
• Company experience in the built environment: 40 points (1–3 reference letters per profession = 20, 4+ per profession = 40)

Total functionality points: 100.

Bidders scoring below 75 on functionality are eliminated.

Scope: Professional services for a multi-disciplinary team to complete Phase 2 of the Gorilla Enclosure at Johannesburg Zoo. Declared budget R3,000,000 excl VAT (includes construction and professional fees).

Services required:

• Review existing concept of Phase 2
• Wayleave applications as required
• Lamination of completed project layout
• Purchase of applicable JBCC/GCC contracts

Design specifications for the outdoor gorilla enclosure:

• Occupants: Western Lowland Gorillas
• Total area: approximately 145–150 m²
• Dimensions: approximately 18.2 m long × 8.5 m wide
• Internal height: 4.5 m (lowest) to 6.5 m (highest)
• Walls: front wall 2.5 m solid brick; left wall existing brick with external access door; right wall brick with four 2m x 2m windows of heavy-duty welded mesh
• Mesh: welded hot-dipped steel mesh, aperture approx 50 mm × 50–100 mm, steel thickness 7–10 mm, welded into rigid rectangular steel tube frames. Chain link mesh not permitted. Mesh to extend 1.5 m above existing wall and form continuous secure enclosure with roof mesh.
• Roof: fully enclosed welded-mesh roof supported by rigid steel framework, designed to withstand animal, environmental, and maintenance loads.
• Interleading door: secure staff-operated door between existing night room and new enclosure, heavy-duty steel with protected locking.
• Keeper access: separate from gorilla transfer route, lockable gates.
• Floor: natural soil, grass, mulch with drainage.
• Climbing and enrichment: multiple levels, natural logs, ropes, elevated platforms, all load-rated and securely anchored.
• Safety: no sharp edges, protruding bolts, exposed wire ends, pinch points, or entrapment hazards. All joins continuous and secure. Documented inspection and maintenance programme required.
• Final design must be reviewed and approved by a structural engineer, zoo management, animal welfare personnel, OHS personnel, and applicable regulatory authority.

Key personnel (Architect, Structural Engineer, Quantity Surveyor) must provide:

• Detailed CVs with work experience and contactable references (1–5 years = 5 points, 6+ years = 10 points; stamp on CV not older than 3 months)
• Certified copies of qualifications (National Diploma/B-Tech/Degree/Honours/Masters; SAQA accredited if foreign; stamp not older than 3 months for scoring; older than 12 months yields zero points)
• Valid SACAP, ECSA, SACQSP registration certificates (all three required for 40 points; stamp not older than 3 months for scoring; older than 12 months yields zero points)

Company experience: reference letters per profession (1–3 letters per profession = 20 points, 4+ per profession = 40 points). Each profession must have its own reference letters.

The design must include a documented inspection and maintenance programme for mesh, frames, welds, doors, locks, roof supports, and enrichment structures. The final design must be reviewed and approved by a structural engineer, zoo management, animal welfare personnel, occupational health and safety personnel, and any applicable regulatory authority. Construction must be durable with access for inspection and maintenance.

Pricing must be firm and inclusive of VAT. Use MBD 3.1 pricing schedule. The budget is R3,000,000 excl VAT for construction and professional fees. Bill of Quantities must be completed. Professional fees based on stages 1–6 of SACAP/ECSA/SACQSP rates. Professional Indemnity insurance for full project value required after award but before construction.

Pricing must be firm and inclusive of VAT. Use MBD 3.1 pricing schedule – only firm prices accepted. The declared budget is R3,000,000 excl VAT, which includes both construction costs and all professional fees and disbursements. Pricing must be based on stages 1–6 of professional rates (SACAP, ECSA, SACQSP). The Bill of Quantities (BOQ) must be completed in full. Professional Indemnity insurance for the full project value is required after award but before construction commences. No bonds or guarantees are specified. The offer must remain valid for 30 days from closing date.

Mandatory compliance documents:

• CSD registration (Central Supplier Database) – provide vendor number
• Tax Compliance Status (TCS PIN) or CSD number
• Valid COIDA letter of good standing from Department of Labour
• Company registration and VAT registration
• B-BBEE status level claimed via MBD 6.1; specific goals require proof of 51%+ women ownership and locality within City of Johannesburg (valid CK document, share certificate, rates and taxes or lease agreement)

• Professional registrations: SACAP for Architect, ECSA for Structural Engineer, SACQSP for Quantity Surveyor; also Construction Project Manager, Mechanical & Electrical Engineer, and Construction Health & Safety professional (all must be registered under relevant Acts)
• Certified copies of qualifications and registration certificates (stamp not older than 3 months for scoring; older than 12 months yields zero points)
• SAQA accreditation for foreign qualifications
• Company proof of address/director's proof of residence (municipal statement not older than 3 months, not in arrears >90 days)
• Shareholder certificate and ID copies of owners
• Joint Venture agreement (if applicable) meeting specified requirements
• All MBD forms (1, 3.1, 4, 6.1, 8, 9) must be completed and signed

A valid COIDA letter of good standing is required. The design must eliminate external climbing opportunities, reduce risk of unauthorized access and object throwing. All joins between walls, mesh, roof, doors, and frames must be continuous and secure. No sharp edges, protruding bolts, exposed wire ends, pinch points, or entrapment hazards are permitted. A documented inspection and maintenance programme must be implemented. The final design must be reviewed and approved by occupational health and safety personnel. A registered Construction Health & Safety professional is part of the required team.

The roof structure must be designed to withstand environmental loading. The floor finish is natural (soil, grass, mulch) with appropriate drainage to prevent standing water, erosion, and muddy conditions. The design must consider cleaning requirements and the existing building structure.

The successful bidder will sign a written contract form (MBD 7). No work may commence before an official order is received. The offer is binding for the validity period (30 days from closing). JCPZ may reject any tender and is not obliged to accept the lowest. JCPZ maintains a database of blocked suppliers (non-performing, fraudulent, or listed by National Treasury). Contract default: JCPZ may notify the supplier to remedy failure, terminate after notice, impose monetary penalties, appoint the second-best supplier, and report to CIDB for construction work. Fronting enterprises will have contracts cancelled and be blacklisted.

Compulsory site meeting: at least one professional engineer from the firm must attend. Professional Indemnity insurance required after award but before construction. Wayleave applications as required. Lamination of completed project layout to be submitted. Purchase of applicable JBCC/GCC contracts. Multi-disciplinary firm required with registered professionals under relevant Acts. Compliance documents may be requested from shortlisted bidders; response within 7 days or elimination. Accepted RFQ communicated by official order; no work before order. JCPZ reserves right to reject any tender and to block non-performing or fraudulent suppliers. Contract default penalties: notification, termination, monetary penalty, appointment of second-best supplier, and CIDB notification for construction work. Fronting leads to cancellation and blacklisting.
