Evaluation follows Method 2 (Functionality, Price and Preference). First, eligibility is checked. Then functionality is scored: minimum 70 points required to proceed. Functionality weighting: Tenderer's Experience 60%, Experience of Key Personnel 40%. Failure to score a single point in any functionality criterion deems the bid non-responsive. Price and preference use the 80/20 system (80 price, 20 preference) for tenders valued below R50 million inclusive of VAT; the 90/10 system applies above R50 million. Preference points: 10 for an entity at least 51% owned by Black People (HDI), 10 for an entity at least 51% owned by women (RDP), total 20 points. Evidence required: sworn affidavit or valid B-BBEE certificate. Failure to submit proof means preference points are not claimed.

Scope: Design, Install and Commission a SCADA Information Centre at the North East Regional Office (Richards Bay). The work includes access to UUW's North East Region individual plant SCADA servers if backup is not sufficient. Key personnel requirements: Project Manager must have an Electrical/Electronic Engineering qualification (Trade Test or above); SCADA Engineer must have an Electrical/Electronic Engineering qualification (Trade Test or above) and be Adroit certified; Telemetry Technician must have an Electrical/Electronic Engineering qualification (Trade Test or above). The tenderer must be Adroit accredited as an ADROIT SCADA System Integrator. No alternative offers will be considered.

Pricing: Bill of Quantities (C2.2) with pricing instructions (C2.1). A letter of intent from an approved financial institution registered with the Financial Services Board must be submitted, undertaking to provide a Performance Guarantee (Demand Guarantee) in the format included in Part T2.2. A letter of intent for Public Liability insurance is also required. Tender offer validity: 120 calendar days from closing date. UUW may request extension; bidders who reject or fail to respond are regarded as non-responsive. Contract Participation Goals (CPG): at least 35% of contract value (excluding VAT, CPA and contingencies) must be subcontracted to targeted enterprises, including a minimum 25% from uMngeni-uThukela Water area of operations and 10% for local participation. This applies to bids above R5,000,000 excluding VAT.

Mandatory eligibility: active CIDB grading 5EP or higher; attendance at the compulsory clarification meeting; Adroit accreditation; key personnel qualifications as specified. Required certificates: Tax Compliance Status letter (with pin) from SARS or CSD report; Central Supplier Database (CSD) report; proof of good standing under the COID Act; Company Registration Certificate; proof of ADROIT certification; VAT Registration Certificate; proof of purchase of tender document. Preference points require sworn affidavit or valid B-BBEE certificate for HDI and RDP goals. Bidders must complete the Bidders Disclosure Form (T2.2.2) and SBD 6.1 Preference Points Claim. Failure to submit required documentation may result in disqualification.
