Evaluation stages:

1. Responsiveness/eligibility check – must comply with all conditions, including submission of required forms and nomination of a Senior Project Manager meeting the criteria.
2. Functionality scoring (minimum qualifying score: 60 out of 100):

• Previous experience restoring art and movable heritage objects: max 30 points (0 projects = 0, 1–3 = 10, 4–6 = 20, 7+ = 30)
• Previous experience restoring memorials and heritage structures: max 40 points (0 = 0, 1–3 = 10, 4–6 = 20, 7–9 = 30, 10+ = 40)
• Previous experience developing and implementing public artwork: max 30 points (0 = 0, 1–3 = 10, 4–6 = 20, 7+ = 30)

3. Price and preference points: 80/20 system applies (for tenders up to R50 million VAT inclusive).

• Price points: allocated per formula based on the sum of prices/rates.
• Preference points (max 20) for specific goals, including promotion of micro and small enterprises (turnover up to R20m micro, up to R80m small) – points based on percentage of total expenditure (e.g., >15% = 6 points, >12–15% = 5, >9–12% = 4, >6–9% = 3, >3–6% = 2, >=1–3% = 1, <1% = 0).
• The CCT may appoint two tenderers (highest ranked and one alternative) on a winner-takes-all basis; if insufficient responsive bids, fewer or none may be appointed.
• The CCT may reject any tender or cancel the process at any time before contract formation.

Scope: Restoration and management of public art and heritage objects for the City of Cape Town.

Contract period: 36 months from commencement date.

The work includes conservation, repair, stabilisation, rehabilitation, treatment or reinstatement of heritage objects, artworks, memorials and heritage structures.

Examples of movable heritage objects: bronze/marble/plaster sculptures, commemorative plaques, ceramics, wooden objects, metal objects, silverware, glassware, furniture, framed paintings, photographs, books, golden objects (e.g., mayoral chains), clocks, textiles, leather objects, heritage furnishings, scientific equipment, decorative architectural elements, cultural collections.

Memorials include war memorials, freedom struggle memorials, public commemorative monuments, memorial gardens, memorial walls, cenotaphs, commemorative markers, memorial sculptures, sculptures and statues.

Heritage structures include heritage buildings, historic houses, clock towers, historic public infrastructure, declared heritage sites and structures.

Public artwork includes public sculptures, murals, mosaic installations, integrated public art features, landmark artworks, interactive public artworks, artist-designed civic installations.

Stand-alone routine cleaning, grounds maintenance, landscaping, grass cutting, general painting (not part of conservation), security, routine building maintenance, new construction unrelated to heritage asset, and transport/storage without conservation work do not count as restoration for scoring.

A method statement or execution plan must be provided as part of the technical proposal, detailing the approach to restoration and management of public art and heritage objects.

Senior Project Manager: minimum NQF Level 7 Bachelor's Degree in Project Management or related built environment, engineering, architectural, heritage or conservation discipline. Must have at least 10 completed projects as Project Manager involving restoration of heritage objects, memorials or heritage structures, and/or development and implementation of public artwork. Supporting evidence required for each project (client details, scope, role).

Functionality scoring based on entity's previous experience in three categories (art/movable heritage, memorials/heritage structures, public artwork) – see evaluation criteria.

Samples may be requested for testing; samples may not be returned in the same state or at all.

Tenderers must cooperate with CCT's external due diligence review and risk assessment if instructed.

The tenderer must provide all certificates as stated in the tender document.
