Evaluation stages:

1. Compliance check: bid must meet bid conditions, specification requirements, and include all requested documentation. Non-responsive bids are excluded.
2. Functionality evaluation: minimum score of 70 out of 100 to proceed. Functionality weighting (total 100 points):

• Previous infrastructure funding applications (including BFI): 20 points. 4+ applications (incl. at least 1 BFI) = 20; 2-3 (incl. at least 1 BFI) = 15; 1 = 5; none = 0.
• Project team postgraduate qualifications (Natural/Environmental Sciences, Engineering, etc.; must include a Civil Engineer registered with ECSA/SAICE): 15 points. All team members postgraduate = 15; at least half = 10; one = 5; none = 0.
• Expert knowledge in waste management infrastructure and environmental management projects (2-5 years' experience, with resumes and contactable references): 15 points. 3-5 years' experience in both = 15; 2 years' in both = 10; less than 2 years' in both = 5; none = 0.
• Project management experience with report writing skills: 10 points. 5+ projects = 10; 3+ = 6; 1+ = 3; none = 0.
• Team member with financial accounting qualification, costing/management background, and understanding of blended finance: 20 points. 2+ members with finance qualifications and 2+ blended finance applications = 20; 1 member with 1 application = 15; 1 member with 0 applications = 10; none = 0.
• Interpretation of ToR and quality of methodology (including conceptual thinking and conformance to the February 2026 BFI call): 10 points. Clear 100% interpretation = 10; 75% = 6; 50% = 3; non-conformance = 0.
• Detailed work breakdown structure (Gantt chart, resource allocation, DPSA hourly rates, milestones, costs): 10 points. Complete 100% = 10; 75% = 6; 50% = 3; none = 0.

3. Preference points: 80/20 system. Price = 80 points; B-BBEE status = 20 points. Award to the bidder with the highest total points.

B-BBEE points are claimed only via WCBD 6.1 and supporting certificate/affidavit; without it, only price points are scored.

The department may conduct a due diligence on the bidder's capability before award.

The department reserves the right not to accept the lowest or any bid, and may waive minor requirements.

Scope: Prepare a Budget Facility for Infrastructure (BFI) funding proposal application for waste management infrastructure and submit it to National Treasury for consideration.

The service provider must:

• Review the updated 2025 'Assessment of the Municipal Integrated Waste Management Infrastructure Reports' and use its findings to motivate the BFI application.
• Use existing data from waste management permits/licenses, environmental authorisations, facility audits, waste characterisation studies, the Western Cape Waste Management Licensing Plan, and current Municipal Integrated Waste Management Plans.
• Comply with the February 2026 'Call for proposals for the 2026/27 Budget Facility for Infrastructure' (Appendix 1).
• Ensure a pre-screening assessment of the BFI submission for alignment with key requirements.
• Submit the application in the correct category: Category A (Pre-feasibility), Category B (Feasibility), or Category C (Post-Feasibility), after discussion with the department.
• Highlight co-funding options and previous funding sources for municipal infrastructure over the past two MTEFs, ground-proofing with municipalities.
• Submit the proposal to National Treasury in advance to allow for review and resubmission before the deadline.

Deliverables:

• Primary Submission Report: feasibility study or equivalent, conceptual design models, socio-economic analysis reports and models, and a detailed financial model and report.
• A concise summary of the proposal, not longer than 20 pages, submitted before the 8 January 2027 deadline.
• All copies of the application content supplied to DEA&DP in a mutually agreed electronic format.

All analytics, results and data remain the property of the Western Cape Government.

The service provider must review current available information and contextualise the BFI application. The approach must include: reviewing the 2025 infrastructure assessment, using existing waste management data, complying with the February 2026 BFI call, ensuring pre-screening, submitting in the correct category (A, B, or C), and submitting to National Treasury in advance for review and resubmission.

The project team must demonstrate:

• Previous infrastructure funding applications, including at least one BFI application.
• Postgraduate degrees in Natural/Environmental Sciences, Engineering, or related fields, and must include a Civil Engineer registered with ECSA/SAICE.
• Expert knowledge in waste management infrastructure (e.g., waste disposal and treatment facilities) and environmental management projects, with 2-5 years' experience and evidence of completed projects.
• Project management experience with report writing skills.
• At least one team member with a qualification in financial accounting, costing/management, and understanding of alternative blended finance mechanisms.

Detailed resumes with contactable references for all team members must be provided.

The bid will be evaluated against bid conditions, specification requirements, and the Preferential Procurement Points System. A bid is non-responsive if it fails to meet compliance, specification, or documentation requirements.

Pricing must be inclusive of VAT (where VAT registered). Prices quoted must not vary during the contract. The Pricing Schedule (WCBD 3.1) must be completed in full. The bidder is liable for forward cover against exchange rate fluctuations if importing components. The offer must remain valid for 90 days from the closing date.

Pricing format: WCBD 3.3 (Professional Services) – provide a ceiling price based on total estimated time for all phases, inclusive of all expenses and all applicable taxes (including VAT if registered).

Also provide hourly and daily rates for each person involved, and phase costs with man-days.

Prices must be firm and inclusive of VAT (where VAT registered). Prices quoted must not vary during the contract.

If importing components, the bidder must take out forward cover against exchange rate fluctuations.

Offer validity: 90 calendar days from the closing date.

No bid security, guarantee, or retention is specified.

CSD registration: Mandatory at the time of bid closing. Unregistered bidders must register on www.csd.gov.za before bidding. Proof of CSD registration or latest report must be submitted.

Tax compliance: Provide a SARS Tax Compliance Status (TCS) PIN or printed certificate. If tax status is non-compliant or unverifiable on CSD, the bidder is given 7 working days to confirm compliance. Each party in a consortium/JV/sub-contracting arrangement must submit a separate TCS certificate and CSD number.

B-BBEE: Only the B-BBEE status on WCBD 6.1 applies, not the CSD status. Submit a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) together with the completed WCBD 6.1 form to claim preference points.

State service: Bids from persons in the service of the state, or companies/closed corporations with directors/members in the service of the state, will not be considered.

Proof of authority: A company resolution or similar must be submitted to authorise the signatory.

Foreign suppliers: Complete the foreign supplier questionnaire if applicable.

Only the B-BBEE status on WCBD 6.1 applies to evaluation, not the CSD status. Bidders must complete WCBD 4 and include it. A B-BBEE certificate or sworn affidavit must be submitted with WCBD 6.1 to claim preference points.

The project must align with the National Environmental Management: Waste Act 2008 (as amended), the National Waste Management Strategy 2020, and the Western Cape Integrated Waste Management Plan (2023-2027). The BFI application must address waste diversion from landfills, including organic waste, and support a circular economy.

The successful bidder must complete and sign a written contract form (WCBD 7.1).

The bid is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract.

All documentation and information obtained during the project is the intellectual property of the department.

Short-listed bidders may be required to present their proposal to DEA&DP.

The proposal must remain valid for 90 days from the closing date.

During evaluation, the department may request clarifications; such information must be supplied free of charge.

After award, the service provider must arrange a project inauguration meeting within 20 working days, with a comprehensive agenda compiled by the provider and approved by the department.

The bid is subject to the General Conditions of Contract (GCC) and any applicable Special Conditions of Contract.

Bidders must be registered on the Central Supplier Database (CSD) at bid closing. Unregistered bidders must register before bidding. Tax compliance status must be verifiable on CSD; if non-compliant, 7 working days are given to confirm compliance.
