Mmabana arts, culture and sport foundation requires an events management service provider to conceptualise, plan, organise, implement and manage the annual taung cultural calabash — a four-day festival comprising a kgotla event, art exhibition, fashion show, theatre productions, comedy night, youth festival and jazz festival — across the 2026/27, 2027/28 and 2028/29 financial years. The appointed provider must deliver the full production scope: logistics and technical equipment, artist and entertainment management, psira-compliant security and joc activation, catering, décor, accommodation, transport and parking, ticketing, marketing, sponsorship drive, permits and compliance certificates, and post-event reporting. Bids close on 23 october 2026 at 11:00, NO briefing session will be held, and the bid is valid for 90 days. The decisive hurdle is functionality: bidders must score at least 70 of 100, with 50 of those points resting on independently verifiable ticketing sales records and signed reference letters for medium to major events held at venues with a capacity of 2 000 or more.

A further 25 points covers the number of projects, requiring signed reference letters not older than ten years on institution letterhead stating contract value, scope, duration, event name and date, venue and location, and audience capacity or attendance (five or more events = 25; four = 20; three = 15; one to two = 10; none = 0). Only venues with a capacity of 2 000 or more count as medium to major, each event is assessed separately, and ticket sale values may not be accumulated.
Project plan and sponsorship (50 points) — A detailed project plan with objectives and milestones covering 90% or more of the required deliverables scores 30 points (60–89% = 15; 59% or less = 0); deliverables span planning and conceptualisation, venue layout, festival details and logistics, marketing and communications, stakeholder management, revenue enhancement, audience development, security plan, waste management, festival programme and legacy programmes. Signed sponsor letters or agreements not older than three years confirming financial or non-financial sponsorship for previous events score 20 points (four or more = 20; three = 10; two or fewer = 5; none = 0). Only evidence submitted by the closing date counts; no new evidence may be added afterwards except for clarification or verification.
Price and preference points — Price carries 80 points, calculated as Ps = 80(1 − (Pt − Pmin)/Pmin), and preference carries 20 points under the Mmabana Preferential Procurement Policy and the PPPFA Regulations 2022, scored using the SBD 6.1 table. Locality points are awarded only on proof of locality and disability points only on proof of disability. Joint ventures, consortiums and trusts must submit signed agreements identifying the lead partner with power of attorney to bind the other parties.
Insurance and financial obligations — Public liability insurance of not less than R10 million must cover the three financial years, with proof submitted within five days of appointment, plus all-risks cover for the provider's property and equipment and third-party liability cover including weather cover. 2% of the total budget must be allocated and transferred to SAMRO on behalf of MACSF with proof of payment, and pricing must align with government cost containment measures.
Mandatory compliance and disqualification risks — Bidders must be registered on the Central Supplier Database and submit a SARS Tax Compliance Status PIN (or a CSD number where no PIN is available), with each consortium, joint venture or subcontractor party submitting its own TCS certificate or PIN and CSD number. Returnable forms are SBD 1 (signed invitation cover page), SBD 4 (declaration of interest), SBD 6.1 (preference points claim) and SBD 7 (contract form on award), plus proof of authority to sign such as a company resolution. Bids are disqualified if completed in pencil or with tippex or erasable ink on sections affecting evaluation, if alterations to rates or information are not initialled (unless the aggregated total is unaffected), if unsigned by an authorised person, if any mandatory document is omitted, if the bidder or its directors appear on the Register of Bid Defaulters or the restricted suppliers list, if the bidder has abused MACSF's supply chain management system, if there is any attempt to influence the evaluation or award, or if a conflict of interest exists such as being an advisor or consultant contracted to the entity.
