Bids must include a full CSD report, completed and signed SBD 1, SBD 3, SBD 4, and SBD 6.1, a tax clearance certificate and PIN, and a quotation on company letterhead aligned to the ATNS pricing schedule. The pricing schedule must be fully completed (100%) or the bid will be disqualified. Bids submitted without any required proof (CSD, tax, declaration of interest, invitation to bid, pricing) will be deemed non-responsive. Additional information requested during evaluation must be submitted within 7 working days. Bidders must indicate their bidding structure (individual, JV, consortium) and provide supporting documentation as applicable. Bids must be valid for 60 days from submission, except tax and B-BBEE certificates which must be valid at award.

Evaluation is in two stages. Stage 1: Administrative compliance — CSD registration (full report), completed and signed SBD forms (SBD 1, SBD 3, SBD 4, SBD 6.1), tax clearance certificate and PIN, quotation on letterhead. Failure may lead to rejection or a 7-day window to submit supplementary administrative information. Stage 2: Price and specific goals under the 80/20 preference point system (for goods/services up to R50 million). 80 points for price, 20 points for ATNS specific goals. Specific goals points require submission of CIPC documents, shareholder certificates, and copies of shareholders' ID documents; failure to submit means no specific-goal points. Bidders not meeting preferential procurement requirements may propose teaming arrangements (JV or consortium) with B-BBEE compliant enterprises. ATNS may negotiate with bidders and is not obliged to accept the lowest bid.

Supply and delivery of three (3) Adobe Creative Cloud application licenses for a period of one year. Delivery address: ATNS Head Office, Eastgate Office Park Block C, South Boulevard Road, Bruma, 2198. Delivery must include off-loading and setting to use at the service provider's own risk and cost. Contract period for delivery is estimated at 60 days from appointment. All products must carry a minimum of 1 year guarantee or warranty; defective items replaced at service provider's cost.

Pricing must be a once-off supply and deliver, inclusive of all items (preparation, material, labour, transport costs), include VAT, be valid for 60 days from closing date, and be quoted in South African Rands. The pricing schedule must be fully completed (100%) or the bid is disqualified. Bids without a price or with an incomplete price are non-responsive. A performance security may be required within 30 days of contract award as per GCC (amount specified in SCC, not stated here). Payment within 30 days of invoice. Prices must not vary from quoted prices unless authorised.

CSD registration is mandatory; proof of registration or application must be submitted with the bid. No award without CSD registration. SARS tax clearance: submit PIN or printed TCS; each JV/consortium/subcontractor party must submit separate proof. Bids without tax compliance are non-responsive.
