Submit the RFQ to [email protected]. The RFQ must be received by the closing time; late proposals will not be accepted. The RFQ template and its terms and conditions must not be altered after closing. Mandatory returnable documents: signed and completed SBD 4 (Bidder's Disclosure), signed and completed SBD 6.1 (Preference Points Claim) with B-BBEE certificate or sworn affidavit (for local bidders), completed pricing schedule or official quotation, relevant datasheets of the goods, and CSD Summary Report. Failure to provide mandatory requirements may lead to disqualification.

Proposals evaluated by Supply Chain Management for administrative compliance, functionality, price, and B-BBEE. The 80/20 preference point system applies: 80 points for price, 20 points for B-BBEE status. Contract awarded to the tenderer scoring the highest points, subject to section 2(1)(f) of the PPPFA. If all bids received exceed R1,000,000, the request is automatically cancelled. Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.

Supply and delivery of one Kitek DICT-03 Universal IC tester or equivalent. The tester must:

• Test a wide range of digital ICs including 74 Series, 40/45 Series.
• Test microprocessors 8085, 8086, Z80 and peripherals such as 8255, 8279, 8253, 8259, 8251, 8155, 6264, 62256, 8288, 8284.
• Test a wide range of analog ICs including op-amps, 555 timers, transistor arrays, analog switches, opto-couplers, 12-bit/8-bit ADC and DAC, comparators, waveform generators, PWM ICs, sample-and-hold ICs, voltage regulators, frequency-to-voltage converters, latch drivers, VCO ICs, PLL ICs, cross-point switches, and seven-segment displays (common cathode and common anode).
• Have an auto-search facility for all digital ICs.
• Test by truth table/sequence table comparison.
• Have two 40-pin DIP ZIF sockets.
• Have a keypad with numerical and functional keys.
• Have a 16x2 LCD display.
• Operate from 230V AC input.

Pricing schedule: Item 1 – Kitek DICT-03 Universal IC tester or equivalent, quantity 1, price per unit and total (incl. VAT). Item 2 – Delivery charges to 92 Empire Road, Braamfontein, Johannesburg, 2050. Total (VAT inclusive) to be provided.

Prices quoted must be firm, inclusive of VAT, and valid for at least 60 days from the closing date. Payment terms are 30 days from date of invoice received. If the bidder proposes shorter payment terms, a payment guarantee approved by iThemba Labs Finance may be required; alternatively, shorter payment terms of 7/14 days from delivery may be mutually agreed at the time of submitting the pricing proposal. For any advance payments, a payment guarantee approved by iThemba Labs Finance will be accepted. A firm delivery period must be indicated. Pricing schedule: item 1 – Kitek DICT-03 Universal IC tester or equivalent, quantity 1, price per unit and total (incl. VAT); item 2 – delivery charges to the delivery address; total (VAT inclusive) to be provided.

A CSD Summary Report must be provided. Bidders must be tax compliant, verified via CSD or a valid tax compliance status PIN. Bidders claiming preference points must submit a B-BBEE certificate accredited with SANAS or a sworn affidavit. The following forms must be completed and submitted: SBD 4 (Bidder's Disclosure) – discloses any relationship with state employees or other enterprises; SBD 6.1 (Preference Points Claim) – claims preference points for specific goals.
