Only contractors registered on the national treasury central supplier database with a CIDB grading of 6ce or higher may bid, and the entire tender document with every listed returnable schedule must be completed and submitted. Bids close at 10:00 on 13 november 2026 by hand delivery to the tender box at 57 shepstone street, richmond, following a compulsory briefing and site visit on 06 november 2026 at 10:00. The decisive hurdle is the two-stage evaluation: a bidder must score at least 70 of 100 functionality points β most of them earned from five-year project experience and key personnel β before price (80 points) and specific goals (20 points) are considered.
CIDB grading: 6CE or higher is mandatory, and the contract must be awarded to a contractor at that grade; registration on the National Treasury Central Supplier Database (CSD) is also compulsory.
Compulsory briefing and site visit: 06 November 2026 at 10:00 at the Council Chamber, Richmond, immediately followed by a site visit that forms part of the compulsory briefing β non-attendance disqualifies.
Closing and submission: 13 November 2026 at 10:00, hand delivery only to the tender box at 57 Shepstone Street, Richmond (08:00β16:00 weekdays); fax, electronic and late bids are rejected and late documents returned unopened. Bid documents must be reserved in writing to [email protected] by 16:00 on 03 November 2026 and cost a non-refundable R634.20 in cash.
Functionality threshold: minimum 70 of 100 points, scored on similar projects completed in the last 5 years (60 points, with signed appointment and completion letters from government clients), Site Agent/Contracts Manager qualification and experience (20), Foreman N4/N5/N6 qualification and experience (15), and proof of ownership or lease of an excavator, grader, compactor/roller, tipper truck and water cart (5).
Preference points (80/20): price carries 80 points and specific goals 20 β 5 points each for an EME/QSE at least 51% black-owned, black women-owned and black youth-owned, plus locality points of 5 within Richmond Municipality, 3 within the district, 2 within KZN and 1 outside the province; each claim requires a full CSD report and the locality claim also proof of primary office.
Financial requirements: evidence of financial capability under Regulation 21 of the Municipal Supply Chain Management Regulations, with audited annual financial statements where audit is legally required or latest annual statements plus a declaration where it is not; the total bid price must include VAT and a 10% contingency, and no advance payment is made.
Disqualifying omissions: any incomplete or missing returnable document, certified copies older than six months, illegible or ambiguous submissions, contacting the municipality about the bid between submission and finalisation of the evaluation panel, municipal rates or charges in arrears for more than three months, or listing on National Treasury's Database of Restricted Suppliers or the Register for Tender Defaulters.
