The decisive hurdle for an sme is the mandatory bargaining council (bccci) registration certificate, backed by three years' cleaning experience and proof of three contracts completed in the last three years.
Compulsory briefing and site inspection: 12 November 2026 at 11:00 at 455A King Cetshwayo Highway, eThekwini Region, with the Mayville Complex visited; the briefing certificate must be signed by both the bidder's representative and the departmental representative, and non-attendance disqualifies the bid.
Closing and submission: 27 November 2026 at 11:00, physical delivery only to Bid Box 8, Department of Public Works eThekwini Regional Office, 455A King Cetshwayo Highway, Mayville, 4091; email, fax, telegraph, telex, telephone and late bids are rejected, and proof of posting is not proof of delivery.
BCCCI registration: a valid certificate of registration with the Bargaining Council for the Contract Cleaning Services Industry is a mandatory Phase 2 requirement, and the contractor must also comply with OHS/SHE Act safety requirements on site.
Experience: at least three years in cleaning services, evidenced by a schedule of previously completed contracts plus proof of three contracts completed within the last three years by letter of award or purchase order.
CSD and tax: registration on the Central Supplier Database is compulsory and a bidder not registered at closing time is disqualified; submit a SARS tax compliance status PIN, a printed TCS certificate or a CSD number, with a separate PIN, TCS certificate or CSD number for every consortium, joint venture or subcontractor party.
Preference points: 80/20 system with 80 points for price and 20 points for ownership by black people, claimed only on submission of an original EME or QSE sworn affidavit signed and dated by a Commissioner of Oaths and valid for 12 months; without it the specific-goal points are not claimed.
Pricing and award risk: firm prices only on SBD 3.1, every item must be priced, VAT at 15% is included, the offer must stay valid for 90 days, the department may decline the lowest bidder, and the awarded bidder undergoes a vetting process.
