Supply and delivery of water dispensers with maintenance for SALGA national office (12-Month contract)

Quotation must be valid for at least 90 days. All Standard Bidding Documents (SBD) forms must be completed in full. Late submissions will not be accepted unless prior arrangement is made. Vendors must verify receipt of their quotation. If unable to quote, respond with the reason. Quotations must strictly adhere to specifications or state deviations. Prices must be VAT-inclusive unless otherwise specified.

Scope: Supply and install 4x 20L cold and hot water dispensers at SALGA National Office (Block B, Menlyn Corporate Park, Pretoria). Deliver 2 refilled 20L purified water bottles per dispenser twice weekly (Mondays and Wednesdays; adjust for public holidays). Provide a 12-month maintenance agreement including regular servicing, spare parts, and filters. Dispensers must have a 1-year guarantee against factory defects, with backup service and maintenance. Facility must be based in or around Pretoria/Gauteng. Water must comply with SANS and potable water quality standards. Service provider must hold a valid Certificate of Acceptability (CoA) under the Foodstuffs, Cosmetics and Disinfectants Act, 1972. Staff must be identifiable (uniform/tag) and act professionally on-site. Provider must be endorsed by the machine manufacturer and have trained technical staff for servicing/repairs.

Delivery schedule: Refill 2x 20L bottles per dispenser twice weekly (Mondays and Wednesdays). If delivery days fall on public holidays, adjust to the following day. Service provider must have a facility in/around Pretoria/Gauteng and ensure continuity of service without downtime.

Service provider must: Hold a valid Certificate of Acceptability (CoA) for water handling/bottling under the Foodstuffs, Cosmetics and Disinfectants Act, 1972. Submit proof of SANS and potable water quality compliance. Provide water quality test reports from an accredited laboratory upon request. Ensure dispensers and bottles comply with hygiene standards. Use SABS-approved products. Maintain CoA and related permits for the contract duration.

Quotation must include: Name of service provider, total price (VAT-inclusive). Prices are evaluated as VAT-inclusive unless otherwise specified.

Pricing must be VAT-inclusive unless explicitly stated otherwise. Total price (incl. VAT) must be clearly indicated in the quotation. Quotation validity: minimum 90 days.

Mandatory: Valid CSD registration (tax status verified via CSD). Latest Tax Compliance Status (SARS PIN document). B-BBEE certificate (SANAS-accredited or sworn affidavit for EME/QSE). Company CK documents. ID copies of directors. Certificate of Acceptability (CoA) for water handling/bottling. Proof of SANS compliance for bottled water. Proof of SABS approval for products. Occupational Health and Safety Act compliance for work environment. Local content thresholds for designated sectors (e.g., 100% for textiles, 85% for office furniture). Conflict of interest must be declared.

B-BBEE certificate required (SANAS-accredited or sworn affidavit for EME/QSE). Local content thresholds for designated sectors: Textiles/Clothing/Leather/Footwear (100%), Office Furniture (85%).

Service provider must ensure a safe work environment for workers in line with the Occupational Health and Safety Act and its Regulations. On-site technicians must act professionally and maintain hygiene standards.

Contractor must comply with all relevant South African legislation, including amendments or replacements. Non-compliance may result in termination.

Quotation must be valid for at least 90 days. Strict adherence to specifications required; deviations must be stated. Late submissions will not be accepted without prior arrangement. SALGA reserves the right to: Not award the RFQ, cancel/withdraw the RFQ, select based on submitted information, negotiate further, or reject all proposals. Bidders must declare conflicts of interest. SALGA will conduct a facility inspection of the recommended provider before award.

Valid CSD registration number must be indicated on the quotation. Tax status will be verified via CSD. All SBD forms must be completed and returned with the quotation.

For bids between R30,000 and R50 million: 80/20 preference system (Price: 80 points, B-BBEE Level of Contribution: 20 points). For bids above R50 million: 90/10 preference system (Price: 90 points, B-BBEE Level of Contribution: 10 points).
