Supply and delivery of seven business-grade power user laptops (intel core i7 13th generation or newer, 16 gb ddr5, 512 gb nvme, 14-inch wqhd), each with a microsoft office home and business 2024 esd licence and a quality backpack, to umsobomvu local municipality in colesberg, northern cape. Sealed quotations close at 12:00 on 23 october 2026 and must be marked "supply and delivery of laptops" and placed in the tender box at 21a church street, colesberg; electronic, faxed and late submissions are rejected. Award follows the 80/20 preference system — 80 points for price and 20 for specific goals (10 for an enterprise registered in the northern cape, 10 for a company 100% owned by youth). The decisive risk is responsiveness: every listed supporting document except b-bbee evidence must accompany the bid, and the complete original document must be returned signed in black ink, without retyping, missing pages or correction fluid.
Closing: 12:00 on 23 October 2026 — sealed quotation marked "SUPPLY AND DELIVERY OF LAPTOPS" in the tender box at Umsobomvu Local Municipality, 21A Church Street, Colesberg 9795; electronic, faxed and late bids are not considered.
No briefing session: none is scheduled for this quotation, so no compulsory attendance applies.
Mandatory supporting documents: valid CSD registration report, original tax clearance certificate or SARS tax compliance status pin, CIPC registration or founding statement, certified IDs of members/directors with a stamp not older than 6 months, municipal account not older than 3 months and not in arrears by more than 3 months (or lease agreement, or tribal authority letter with affidavit for rural areas), and a product catalogue of the hardware quoted — omitting any of these except B-BBEE evidence renders the bid non-responsive.
Evaluation: 80/20 preference point system — 80 points price, 20 points specific goals (10 for a Northern Cape-registered enterprise, 10 for a company 100% owned by youth), each verified by the company registration document and a certified ID copy; no minimum functionality score is set, but bids are first tested for responsiveness.
Pricing: firm, VAT-inclusive prices on every bill-of-quantity item — 7 Power User laptops, 7 Microsoft Office Home and Business 2024 ESD licences, 7 backpacks and delivery to Colesberg; non-firm prices and exchange-rate-variable prices are not accepted, and the municipality's VAT number 4700193941 must appear on the quote.
Disqualifiers: retyped documents, missing pages, unauthorised alterations, correction fluid, unsigned bids, and bids from persons in the service of government (national, provincial, local or state-owned companies).
Contract conditions: 90-day bid validity, goods held for 90 days, performance security within 30 days of award, 3-year next-business-day onsite manufacturer warranty, SABS-approved product, and late-delivery penalties calculated at the current prime interest rate per day of delay.
