Evaluation follows Functionality, Price, and Targeted Goals. The total points for Targeted Goals are as indicated in MBD 6.1. Bidders must meet eligibility criteria: qualified and professionally registered for the service (interpreted as PSIRA registration for security services), and have managerial capacity, reliability, and experience. Bidders must prepare presentations. Tender offers will only be accepted if the bidder has a valid Tax Clearance Certificate (CSD compliant), municipal accounts not in arrears more than 90 days, not listed on the Register of Tender Defaulters, no abuse of SCM system, no failure on previous contracts, and no conflict of interest.

Provision of security services for the Victor Khanye Local Municipality for a period of 3 years. Scope of work is detailed in Part C3 of the tender documents. Bidders must be PSIRA registered and directors must have valid security clearance.

Pricing must be completed in the MBD 3.1 Pricing Schedule, with the tendered price (VAT inclusive) carried over to the Form of Offer (C1.1). Rates and prices are fixed for the contract duration. Insurance cover of minimum R100,000,000 (Fidelity Guarantee and Public Liability) is required. No bond or guarantee amount is specified.
