Submission channel: Tenders must be deposited in the Tender Box outside the main entrance at uMngeni-uThukela Water, 310 Burger Street, Pietermaritzburg, before 12h00 on 01 October 2026. The tender box is accessible 24/7; it is the bidder's sole responsibility to ensure the tender is placed before the closing time. Tenders must be submitted as an original plus one electronic copy on a USB stick. The outer package must show the tender number, title, closing date and time, and the tenderer's name and address. Tenders issued in more than one volume must be returned bound separately as issued. No alternative tender offers will be considered. A two-envelope procedure is not applicable. Evaluation method: The tender is first evaluated on eligibility. If eligible, it is evaluated in two stages: functionality, then price and preference goals. Functionality: A minimum score of 70 points is required for further consideration. Functionality scoring criteria and weightings: Tenderer's Experience (T2.2.09) 50%, Experience of Key Personnel (T2.2.11) 20%, Method Statement (T2.2.15) 20%, Preliminary Programme (T2.2.16) 10%. Failure to score a single point in any of these criteria deems the bid non-responsive and disqualified. Price and preference: The 80/20 preference point system applies (80 points price, 20 points preference) under the Preferential Procurement Regulations 2022. Preference goals: 10 points for an entity at least 51% owned by black people (evidence: CSD report), and 10 points for an entity at least 51% owned by black women (evidence: CSD report). Failure to submit proof for preference goals means those points are not claimed.

Scope: Internal rehabilitation of Clarendon Reservoir, with a contract duration of 6 months. The work involves internal rehabilitation of the reservoir. Site information is provided in Part C4 of the tender documents. The tenderer must arrange with the UUW Engineer for access to site for inspections, tests, and analysis.

Pricing: The tender includes pricing instructions and a Bill of Quantities (Part C2). Pricing must be completed in the provided schedules. Performance guarantee: The tenderer must submit with the tender a letter of intent from an approved financial institution registered with the Financial Services Board, undertaking to provide a Performance Guarantee (Demand Guarantee) in the format included in Part T2.2. Public liability: A letter of intent for public liability insurance is required (T2.2.27). Payment terms: Payment certificates are submitted by the service provider by the 25th of each month (or nearest previous working day), and must include the signature of the CPG Partner indicating agreement with the measurement.

Eligibility criteria: (a) complete the Bidders Disclosure Form (T2.2.2); (b) achieve at least 35% Contract Participation Goals (CPG) including a minimum 25% enterprises from uMngeni-uThukela Water area of operations participation and 10% for Local participation; (c) hold an active CIDB grading of 4CE or higher; (d) have a civil (structural) engineer/technologist professionally registered with ECSA (submit proof of registration). Bidders must submit: Tax Compliance Status letter (with pin) issued by SARS, or a CSD number if registered on the CSD; CSD report; proof of good standing in terms of the COID Act; company registration certificate; valid CIDB certificate; and evidence to claim preference goals. Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified. Bidders must complete and sign the CPG declaration form. The tenderer's taxes must be in order or satisfactory arrangements made with SARS. No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members in the service of the state. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/pin/CSD number.
