PRASA requires a service provider to supply and install 11kv, 70mmΒ² aerial bundle cable across three KZN routes β springfield to s&t substation (950 m), s&t to ers substation (850 m) and zwelethu tunnel (130 m) β including termination kits, 12kv antivandal lightning arrestors, joint kits, suspension brackets, testing and commissioning, and removal of the existing 6.6kV Cable and scrap. The work runs for a maximum of six months from award and is subject to strict railway safety, permit and site-access controls. The most consequential hurdle is the two-stage screening: a valid CIDB 3ep or higher grading plus attendance at the compulsory briefing are pass/fail, and bidders must then score at least 70% on functionality before price and preference points are considered.
Compulsory briefing and site meeting: 16 November 2026 at 10:00 at PRASA KZN, 65 Masabalala Yengwa Avenue, Greyville, Durban Station; attendance is recorded on Form D and non-attendance disqualifies. Bidders must bring their own safety boots, visibility vest and transport.
Closing: 23 November 2026 at 12:00; sealed envelope placed in Tender Box No.04 at the same PRASA KZN address. Late bids are not accepted.
CIDB grading: valid 3EP or higher is a Stage 1A mandatory requirement; a lower grading disqualifies the bid before evaluation.
Functionality threshold: bidders must score at least 70% across organisational experience (50), MS Project work plan (25) and project approach and methodology (25); scoring below 70% ends the bid before price is opened.
Preference points (80/20): price carries 80 points; the 20 specific-goal points require B-BBEE Level 2 or better (10 points) and 51% Black ownership (10 points), each backed by a certificate, affidavit or CIPC documents.
Stage 4 certificates: a Letter of Good Standing (COID), valid SARS PIN, CSD registration number, qualified electrician/trade test or electrical engineering qualification, Working from Height certificate and valid Category C Green certificate must be supplied; PRASA may allow five working days to cure, failing which the bid is disqualified.
Contract risk: delay damages of 0.3% of contract price per day capped at 10%, R10 000 for working without site access, R80 per minute per delayed train and R1 500 per cancelled train; the award is also conditional on PRASA securing budget, and PRASA may cancel the RFQ if funding is not allocated.
