Submission requirements: Objective criteria are not mandatory but are a condition for contract award. Failure to meet objective criteria may lead to the second-ranked tenderer being recommended for award. Subcontracting is treated as a condition for contract award. A supplier may not subcontract more than 25% of the contract value to any entity with a lower B-BBEE status level than the supplier, unless subcontracted to an Exempted Micro Enterprise (EME) with the capability and ability to execute the subcontract.
