Returnable documents include sbd 1 (invitation to bid), sbd 4 (declaration of interest), sbd 6.1 (Preference points claim), the compulsory enterprise questionnaire, the form of offer and acceptance, priced bills of quantities with final summary, a csd report, a valid CIDB certificate, popia consent, and a resolution authorising the signatory. Joint ventures must submit a certificate of authority and separate enterprise questionnaires for each partner. The form of offer and acceptance must be fully completed and signed; if IT carries NO value the bid is treated as NO offer. Amounts in words govern over amounts in figures. Only one offer per bidder is allowed; alternative offers will not be considered. All trades in the bills of quantities must be priced except provisional sums and allowances.

Tender documents are only emailed to attendees of the compulsory clarification meeting. Bidders must comply with the sealing, addressing, delivering, opening and assessment requirements stated in the tender data.
