Quotations must be submitted on the business letterhead in a sealed envelope clearly marked with the tender number and description, deposited in the tender box at the security room of Dannhauser Municipal Offices, 1 West Street, Dannhauser, 3080, by 11 September 2026 at 12h00. Late bids will not be accepted. Bids must be submitted on the official forms provided and not re-typed. Returnable documents include: fully completed official bid document in black ink, certified ID copies of all directors/members/shareholders (not older than 3 months), CSD registration, authority of signatory, MBD 3.1 pricing schedule, MBD 4 declaration of interest, MBD 6.1 preference points claim, MBD 8 declaration of past SCM practices, MBD 9 certificate of independent bid determination, and MBD 7 contract form (for successful bidder). Bidders must fill in the tender register at the tender box stating date and time of submission.

Administrative requirements: The official bid document must be fully completed in indelible black ink where mechanical devices (typewriters or printers) are not used; blank spaces will be deemed incomplete and may result in disqualification. Certified ID certificates of all directors, members and/or shareholders, not older than 3 months. Central Supplier Database (CSD) registration. Authority of signatory. Bidders must fill in the tender register stating the date and time when they submitted their tender, available at the tender box.

Evaluation is in two stages. First, bidders are scored on experience of the bidder and experience of the foreman. Bidders must score at least 75% in this pre-qualification to proceed to the second stage, which evaluates targeted procurement/preferential points. Experience of bidder: three completed fencing projects in the last 5 years = 30 points (Excellent), two projects = 20 points (Good), one project = 10 points (Fair). Verification: attach appointment letters, completion certificates, and letter of approval for extension of time if granted. Experience of foreman: 5+ years relevant experience = 20 points (Excellent), 3+ years = 15 points (Good), less than 3 years = 5 points (Fair), no experience = 0 points (Poor). Verification: CV to be attached. The municipality reserves the right to withdraw, re-advertise, reject, or split the service, and does not bind itself to accept the lowest tender or highest scoring bidder.

Scope: supply, deliver and erect a precast (concrete) fence at the Durnacol new cemetery site. Remove existing fence and dispose at a site identified by the Municipality; if the old fence is still usable, transport it to municipal stores. Total perimeter 1300 metres, fence height 1.2 metres. All technical specifications are minimum requirements. Concrete for precast elements must achieve minimum compressive strength of 40MPa and meet SABS standards. Fencing specifications: 1.2m high concrete wall, 3.5 slabs per section; posts 2100x125x140; slabs 1440x300x38; precast items minimum 20-24MPa at 28 days; foundations 450x450x600 deep with minimum 15-20MPa concrete; posts spaced at 1500mm centres; top 2 slabs grouted with sand/cement screed. Site works: remove and dispose of spoil materials and rocks, leave works neat and tidy; provide a rate for rock excavation per cubic metre in the pricing schedule.

Pricing must be on MBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices accepted; non-firm prices (including those subject to exchange rate variations) will not be considered. Offer must be valid for 120 days from the closing date. Pricing schedule includes description, quantity, unit price, total price, total before VAT, VAT, total after VAT. All delivery costs must be included in the bid price. A rate for rock excavation per cubic metre must be provided.

Mandatory requirements: CSD registration; certified ID copies of all directors/members/shareholders (not older than 3 months); authority of signatory; company municipal utility bill matching CSD on rates proving no arrears for more than 3 months (or proof of residence from Ward Councillor and affidavit, or signed lease agreement and municipal utility bill if renting); valid COIDA certificate; tax compliance status PIN for verification on award; bidder must not be employed in the service of the state; bidder must not be listed on Register for Tender Defaulters or Restricted Suppliers. For Joint Venture/Consortium, each member must submit separate tax clearance/PIN and supporting documents, plus a joint BBBEE certificate or sworn affidavit. Tenders must be registered with CIDB grading 2 SQ or higher. Only tenderers who employ staff satisfying EPWP requirements are eligible. Bidders must complete MBD 6.1 to claim preference points for specific goals; failure to do so means points not claimed.

Preference points under the 80/20 system: Price = 80 points, Specific Goals = 20 points. Specific goals: More than 51% owned by black people = 4 points (less than 51% = 2); More than 51% owned by women = 4 points (less than 51% = 2); More than 51% owned by youth = 4 points (less than 51% = 2); More than 51% owned by disabled people = 4 points (less than 51% = 2). Verification: certified ID copies of directors, CSD report, shareholders certificate, or medical certificate for disability. Enterprise location: Dannhauser Area = 4 points; Amajuba District = 3 points; Kwa-Zulu Natal = 2 points; outside Kwa-Zulu Natal = 1 point. Verification: CSD, proof of municipal accounts/affidavit/proof of residence signed by ward councillor (for rural areas), or lease agreement. Bidders must complete MBD 6.1 to claim these points; failure to do so means points not claimed.

The successful bidder will be required to fill in and sign a written contract form (MBD 7). The bid is subject to the Preferential Procurement Policy Framework Act, Preferential Procurement Regulations 2022, the General Conditions of Contract (GCC), and any applicable special conditions. The municipality reserves the right to withdraw the invitation, re-advertise, reject any tender, accept a part of it, or split the service among service providers. The municipality does not bind itself to accept the lowest tender or award to the highest scoring bidder.
