Evaluation is in two stages after eligibility: first functionality, then price and preference. Minimum functionality score is 70 points. Functionality weighting: Tenderer's Experience 30%, Experience of Key Personnel 40%, Method Statement 15%, Preliminary Programme 15%. Failure to score a single point in any functionality criterion disqualifies the bid. Price and preference: 80/20 preference point system (price 80 points, specific goals 20 points). Specific goals: 10 points for entity at least 51% owned by black people; 10 points for entity at least 51% owned by black women. Evidence required: sworn affidavit and valid B-BBEE certificate. Bidders failing to submit proof for specific goals will not claim those points.

The work entails refurbishment and renovations of the control room and plant laboratory at Nsezi WTW, including conversion of the existing old Nsezi WTP laboratory into a control room with a section area for on-line testing through partition. The contract period is 6 months. The scope includes the Bill of Quantities, project specifications, site information, and drawings as per the tender documents.

Pricing must be submitted in the Bill of Quantities (C2.2). A letter of intent from an approved financial institution registered with the Financial Services Board must be submitted with the tender, undertaking to provide a Performance Guarantee (Demand Guarantee) in the format included in the tender documents. Tender offer validity is 120 calendar days from the closing date. Payment terms: payment certificate by the Service Provider by the 25th of each month, or the nearest previous working day, including the signature of the CPG Partner indicating agreement with measurements and rates.
